Outpatient Services

The Department of Health Care Policy and Financing is working to expand the spectrum of behavioral health services for Health First Colorado (Colorado’s Medicaid program) members. This includes supporting services accessible to members at the outpatient level, through recovery and beyond.

Health First Colorado (Colorado’s Medicaid program) covers a variety of outpatient behavioral health services, including:
Individual, group and family counseling and therapy; medication management; medication assisted treatment; case management; peer services.

High intensity outpatient services include: Partial hospitalization and intensive outpatient treatment services.

  • Through American Rescue Plan Act (ARPA) funds, HCPF distributed a total of $26 million in grant funding to support the expansion of High Intensity Outpatient (HIOP) services from 2023-2025. The grant funding created opportunities for investments in infrastructure building and workforce development which successfully contributed to the expansion of HIOP services throughout the state. Outcomes and lessons learned are documented in the ARPA 3.06 HIOP Services Expansion Final Report.
