The Department of Health Care Policy & Financing (HCPF) is working toward expanding and improving implementation of Intensive Behavioral Health Services that include intensive in-home and community-based mental health services, intensive care coordination, mobile crisis intervention, and stabilization services. This will support Colorado Medicaid beneficiaries under the age of 21 who have been diagnosed with a mental health or behavioral disorder and for whom these services are medically necessary. The improved services will be culturally relevant, family-centered, and child-driven so that these services are provided in the most integrated and least restrictive setting.
The department is dedicated to improving Intensive Behavioral Health Services (IBHS) for children and youth across Colorado. The department will host three committees focused on enhancing the effectiveness of these vital services.
- IBHS Implementation Advisory Committee
The Intensive Behavioral Health Services (IBHS) Implementation Advisory Committee serves in an advisory capacity to HCPF and makes recommendations regarding expanding and improving implementation of Intensive Behavioral Health Services that include intensive in-home and community-based mental health services, intensive care coordination, mobile crisis intervention, and stabilization services.

HCPF is holding a series of stakeholder engagement sessions to inform this work and the subsequent implementation plan. We need to hear from you so that we can create and implement a model that is effective in helping families. We hope to hear from families, county agencies, providers, intermediaries, and advocates about how they envision the delivery of these services.
In-person meetings were held across Colorado during the month of August and are complete.
Virtual and in-person sessions are scheduled for the month of September. These sessions will focus on different populations and locations, to create a more concentrated conversation.
Anyone is welcome to attend any sessions. Please register in advance if you plan to attend. The content provided will be the same in each session.
General/Rural/Urban - Virtual Sessions
Session 2 will focus on rural-specific topics and session 3 will focus on urban-specific topics, while sessions 1 and 4 will be general:

Lived Experience - In-person and Virtual Sessions
HCPF will be working with Mental Health Colorado to have virtual and in-person meetings in September for youth and families with lived experience. Additional details will be provided in emails from Mental Health Colorado.
