New Maternity APM Overview
The Department is working to develop a new alternative payment model (APM) for maternal care to center health equity in both the program design and design process. This new maternity APM will be an evolution of the current maternity bundled payment program. It will utilize continued stakeholder engagement, program evaluation, and lessons learned from the design process of the current program to help support the Department’s goal of driving equity, high-quality care, and patient experience into maternity services for birthing people in Colorado.
The maternity APM will be developed in parallel with several other payment reform models designed for primary care, pediatrics, and specialty care. Each of these models fits into a broader strategy for payment reform in coordination with Phase III of the Accountable Care Collaborative (ACC) and other efforts.
Upcoming Stakeholder Engagement Opportunities
Over the Summer of 2024, the Department collaborated with stakeholders to inform the initial design of the model through our Design Review Teams. The Department invites stakeholders to participate in upcoming town halls focused on the draft model design. These sessions aim to gather feedback on the model's design, payment methodology, and performance metrics.
These sessions are part of our continued effort to develop a payment model that supports high-quality, equitable maternity care across the state.
Purpose
These town halls are designed to:
- Share updates on the New Maternity APM draft model design
- Collect feedback on the proposed payment structure and quality metrics
- Ensure the model aligns with the needs of members, providers, and he community

Past Stakeholder Engagement Opportunities
The Department hosted Design Review Team (DRT) sessions, which included community members, providers, representatives of the community and advocacy groups, and other stakeholders from across the Health First Colorado landscape. DRTs provided feedback to HCPF on topics including program goals and objectives, quality measurement and quality target setting, payment methodology, performance improvement, and program sustainability.
