Maternity Alternative Payment Model

New Maternity APM Overview

The Department is working to develop a new alternative payment model (APM) for maternal care to center health equity in both the program design and design process. This new maternity APM will be an evolution of the current maternity bundled payment program. It will utilize continued stakeholder engagement, program evaluation, and lessons learned from the design process of the current program to help support the Department’s goal of driving equity, high-quality care, and patient experience into maternity services for birthing people in Colorado.  

The maternity APM will be developed in parallel with several other payment reform models designed for primary care, pediatrics, and specialty care. Each of these models fits into a broader strategy for payment reform in coordination with Phase III of the Accountable Care Collaborative (ACC) and other efforts.   

Stakeholder Engagement Opportunities 

Stakeholder collaboration is critical to defining key elements of the maternity APM. A Design Review Team (DRT) is currently underway. DRT members include community members, providers, representatives of community and advocacy groups, and other stakeholders from across the Health First Colorado landscape. DRTs will provide feedback to HCPF on topics including program goals and objectives; quality measurement and quality target setting; payment methodology; performance improvement; and program sustainability. Who should attend: Community-based organizations and advocacy group representatives who serve perinatal Health First Colorado Members

Topic: We want your feedback on how to align an alternative payment model to improve equitable perinatal care in Colorado

Member Experience Session

When: Tuesday, July 23, 2024 from 11:00 am to 12:00 pm via Zoom  

Who should attend: Past or current Health First Colorado Members, community members, or advocates with experience accessing perinatal care. Health First Colorado members will be compensated for their time

Topic: We want to hear your experiences and preferences for accessing perinatal care and your suggestions for improving the patient experience  

Provider Feedback Session

When: Wednesday, July 31, 2024 from 8:00 to 9:00 am via Zoom

Who should attend: Health care providers and representatives who serve perinatal Health First Colorado Members  

Topic: We want your feedback on how to measure and improve perinatal care, as well as your experiences participating in alternative payment models
