Payment Alternatives for Colorado Kids (PACK) Overview
The Department is developing pediatric-specific primary care value-based payment to address the different health care needs that Colorado’s kids experience. Pediatric care often focuses on preventive services that drive outcomes over decades, rather than days. Finally, Health First Colorado serves 40-50% of Colorado’s kids – the health of future generations starts here. The goal of PACK is to create a system where every kid with Health First Colorado has the opportunity for a healthy childhood via engagement with a primary care medical provider, which is pediatric prevention-focused and provides access to management of illness and injury.
PACK will be developed in parallel with several other payment reform models designed for primary care, obstetrics, and specialty care. Each of these models fits into a broader strategy for payment reform in coordination with Phase III of the Accountable Care Collaborative (ACC) and other efforts.

Stakeholder Engagement Opportunities
Stakeholder collaboration is critical to defining key elements of the PACK program. A PACK Design Review Team (DRT) is currently underway. Materials from PACK DRT work sessions will be made available on this webpage.
