Individual Residential Services and Supports (IRSS) is a Home and Community Based Services (HCBS) benefit available to members enrolled in the Developmental Disabilities (DD) waiver. IRSS provides residential support to members with developmental disabilities, ensuring health and safety while offering individualized guidance, support, and habilitation in a community setting.
IRSS uses a variety of living arrangements to meet each member’s needs. Members may reside in an agency-owned or leased home, their own home, or a Host Home with a paid contracted Provider through an approved agency.
Who Qualifies?
To receive IRSS benefits, members must be enrolled in the HCBS Developmental Disabilities (DD) Waiver.
To enroll in the DD waiver, you must meet financial and program criteria:
Level of Care
- Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID) level of care as determined by the functional needs assessment(as defined in 42 CFR 440.150).
Eligibility Group
- You must be determined to have a developmental disability.
- You must be 18 years or older.
- You must require access to services and supports 24 hours a day.
Financial
- Your income must be less than three times the current Federal Supplemental Security Income (SSI) limit per month. (See SSI website for current information)
- If you are single, your countable resources must be less than $2,000. If you are married, your countable resources must be less than $3,000.
How to Apply
Case Management Agencies (CMAs) assist individuals and families with accessing necessary Home and Community Based Services. View the Case Management Agency directory to find one in your area.

This meeting is intended to provide information and an opportunity to give feedback on the upcoming changes to IRSS rates and billing per Executive Order D 2025 014. This meeting will be focused on clarifying definitions for IRSS settings, reviewing the changes to IRSS rates and billing, including timeline and implementation. Stakeholders are encouraged to provide input on the clarified language to ensure universal understanding of the different residential settings under IRSS.

This meeting is to conclude the upcoming changes to IRSS rates and billing per Executive Order D 2025 014. This meeting will be focused on recapping information received from the first stakeholder meeting, any additional feedback from stakeholders on clarified language and understanding of different residential settings under IRSS, and finalization of language for IRSS.
Reasonable accommodations will be provided upon request for persons with disabilities. Auxiliary aids and services for individuals with disabilities and language services for individuals whose primary language is not English may be provided upon request.
