Purpose

The Department of Health Care Policy and Financing (HCPF) would like to gather essential feedback from stakeholders about their concerns as well as their goals with this project and what they would like to see accomplished by the end. This will include the development of a system for the reporting and monitoring of actions taken by host home providers that conflict with member rights and person-centered services.

House Bill 23-1197 declares that individuals who require 24-hour care 7 days a week deserve a safe environment where agreed-upon services and supports are provided. Therefore, it is imperative that HCPF engage in a stakeholder process with individuals who receive such services, program-approved service agencies (PASA), case management agencies, host home providers, and others to address concerns and identify solutions as they relate to the oversight of host home providers.

Along with quarterly meetings, the Host Home Provider Oversight Project is utilizing a workgroup format to work on the issues and topics stipulated within House Bill 23-1197. Developing and incorporating these workgroups allows for a more focused conversation with stakeholders and ensures that equal representation of several groups, such as advocates and providers, are included in these discussions. The workgroups will report on meetings and progress periodically with the larger group.

Workgroups

These workgroups allow for a more focused conversation with stakeholders and ensure that equal representation of several groups, such as advocates and providers, are included in these discussions. The workgroups will report about their meetings and progress periodically with the larger group. 

Below is an overview of the tasks for each workgroup.

  • Host Home Provider Database Workgroup
    • This workgroup will work on recommendations for tracking host homes and excluding bad providers from remaining in the system.
       
  • Enforcement of Regulations and Grievance/Complaint Process Workgroup
    • This workgroup will evaluate the current process for grievances and complaints and provide recommendations for improvements. In addition, they will review the current regulations and how to improve enforcement.
