Decision Support System Background

Since 2017, the Decision Support System (DSS) has been managed as a single, integrated solution, with IBM serving as the contracted vendor. IBM’s current contract  expires in June 2025.

The legacy Business Intelligence Data Management (BIDM) system, implemented in 2017, is the foundation for four modules that will be implemented in the CMES ecosystem.

DSS Transition

HCPF is transitioning to a modular approach for managing its CMES ecosystem, utilizing smaller, targeted contracts to support specific technical and operational functions.   
The DSS solution has been separated into four modules. The table below provides an overview of the DSS modules and their anticipated changes.

What is changing?

Enterprise Data Warehouse Module

On May 23, 2025, the Enterprise Data Warehouse (EDW) system takeover was completed and Conduent became the EDW vendor, taking over the legacy IBM environment.

Program Integrity and Recoveries Electronic Database Modules

On September 4, 2025, the Program Integrity (PI) and Recoveries Electronic Database (RED) solutions launched, adding new technological and operational improvements to enhance the current work of HCPF’s Fraud, Waste, and Abuse Division.

The new PI solution enhanced previous tools available in the legacy BIDM. HCPF implemented Alivia Analytics’ solution to provide a new analytics platform and streamline HCPF’s identification of fraud, waste and abuse in our programs.

The RED solution will streamline and enhance the tracking and recovery of improper payments to providers.

Provider Performance and Quality Measurement  

The previous Colorado Data Analytics Portal functionality will be transitioned to the Provider Performance and Quality Measurement (PPQM) module and will become part of the KPMG Technology Solution being deployed in Q3 of 2026. The PPQM module is a quality measurement tool within HCPF’s Accountable Care Collaborative (ACC) healthcare delivery model. PPQM provides an analytics solution and provider portal that measures performance improvements through nationally recognized and standardized claims-based measures, such as the Healthcare Effectiveness Data and Information Set (HEDIS) and the Medicaid Core Measures specified by CMS, along with HCPF specified measures.
