CFC Council Purpose
The Community First Choice (CFC) Council is in place to collaborate with and advise the Colorado Department of Health Care Policy and Financing (the Department) on the design and implementation a CFC option in Colorado. This option will improve access to home and community-based services. The CFC Council primarily consists of individuals with disabilities, those 65 years or older, and their representatives. The experience and expertise of the council will help ensure that CFC is implemented in a way that best meets the needs of Coloradoans with disabilities. To achieve this goal, the council will support the Department with identifying key challenges, sharing insights, and finding solutions that best support the implementation and development of a sustainable CFC Option in Colorado.
The CFC Council is required by Code of Federal Regulation 42 CFR 441.575. This requirement aligns with the Department philosophy that services and supports must be developed in partnership with those who utilize the services.

CFC Volunteer Opportunities
The Department is interested in working together with CFC stakeholders to help build community resources that primarily increase awareness and understanding around CFC, improve CFC stakeholders' experience and ability to engage with CFC, and improve the skills and knowledge of volunteers.
The Department is interested in coordinating projects that involve or help with:
- Building community resources to raise awareness around CFC
- Engage new stakeholders and those who don’t traditionally participate in Department stakeholder opportunities
- Improve the equity, diversity, and inclusion (EDI) of stakeholder engagement opportunities
- Improve CFC stakeholder satisfaction, knowledge, or ability to participate with CFC Council meetings
- Improve Department communications
