Driving Efficiency in Benefit Service Delivery Resource Center
This webpage is a resource center related to a joint proposal between the Colorado Department of Health Care Policy and Financing (HCPF) and the Colorado Department of Human Services (CDHS) to restructure the county administered public benefit service delivery system to meet new federal fiscal and administrative requirements and secure benefits for millions of Coloradans. The proposal is informed by other county administered states and builds upon recommendations of the SB22-235 reports (Transformative Recommendation #2 to make work more accessible and portable across counties).
The proposals have two parts that work together 1) shared services, which remove some administrative non eligibility duties from individual counties into a single “shared service” with one county performing the work statewide - examples of this are a joint call center and document scanning functions and 2) formation of districts for eligibility functions. The model is based largely on Wisconsin - which is a state supervised county administered state that allows for a local presence with the ability to share work across a district. Stakeholder Engagement Opportunities
HCPF and DHS have been meeting with county directors and county commissioners on the working concepts for shared services and districts. Broader stakeholder engagement to refine the concept is being planned and those opportunities will be posted below.
