BHST Licensing/Permitting County Contacts List

House Bill 21-1085 directs county governments to implement a licensing and permitting process for Behavioral Health Secure Transportation (BHST) by January 1, 2023. CDPHE 6 CCR 1011-4 rule states a secure transportation service must hold valid licenses and permits issued by the county or counties in which the transportation service is based. “Based” means a service area in a county where the client is picked up for secure transportation services. 

To enroll with HCPF, BHST providers must have appropriate licenses and vehicle permits. BHST providers may use this list to identify the county government point of contact for BHST licensing and permitting processes. Any county listed that does not have information is still required to have licensing and permitting process, but HCPF does not have a contact nor licensure information at this time. This list is updated periodically and not considered exhaustive; please contact Meghan Morrissey to request any changes.
