Overview
Senate Bill 22-200 created the Rural Provider Access and Affordability Stimulus Grant Program which will award $10 million to qualified rural hospitals. The purpose of the grant payments is to improve health care affordability and access to care in rural Colorado. Grant payments will be allocated into two categories, affordability-related projects and care-related projects.
The Rural Provider Access and Affordability Stimulus Grant Program is administered by the Department of Health Care Policy and Financing with advice and recommendation of the Rural Provider Access and Affordability Stimulus Advisory Committee.

The committee also considered the regional dispersion of available funding in selecting award recommendations.
Qualification and Application
Qualified rural hospitals applied for funding through an application process developed by the Department in consultation with the Advisory Committee.
To apply, qualified rural hospitals submitted an application using the files below. For the applicant’s convenience, the application is split up into logical sections, and a checklist is provided. The submission included multiple documents: the filled out standardized form, narrative responses on the applicant’s letterhead, supporting documents, and a budget worksheet.

Rules
The Rural Provider Access and Affordability Advisory Committee met from September 7th through November 18th and made recommendations on grant eligibility, use of funds, criteria for determining grant awards and amounts, grant procedures, timelines, and reporting requirements.
Rules for administration of the grant program were approved at the December 9, 2022 meeting of the Medical Services Board. These rules were unanimously supported by the advisory committee.
