Overview
Senate Bill 22-200 created the Rural Provider Access and Affordability Stimulus Grant Program which will award $10 million to qualified rural hospitals. The purpose of the grant payments is to improve health care affordability and access to care in rural Colorado. Grant payments will be allocated into two categories, affordability-related projects and care-related projects.
The Rural Provider Access and Affordability Stimulus Grant Program is administered by the Department of Health Care Policy and Financing (HCPF) with advice and recommendation of the Rural Provider Access and Affordability Stimulus Advisory Committee.
Subrecipient Resources
- Invoicing
HCPF will use the hospital's established vendor accounts through the Colorado Healthcare Affordability and Sustainability Enterprise (CHASE). Deposits will be made on a different day than CHASE transactions. Complete and detailed invoices will expedite processing.
- Compliance Requirements
HCPF will be monitoring several aspects of grant project performance to ensure that grantees are successful. Stay organized and compliant, ensure items are easily tracked, and, when in doubt, just ask.

- When your project generates income, this needs to be tracked and reported.
- Quarterly Reporting
Per program rules and the grant agreement, subrecipients are required to submit a report quarterly.
In addition to filling out the quarterly report, you will be periodically asked for additional compliance and monitoring documentation.

Rules
The Rural Provider Access and Affordability Advisory Committee met from September 7th through November 18th and made recommendations on grant eligibility, use of funds, criteria for determining grant awards and amounts, grant procedures, timelines, and reporting requirements.
Rules for administration of the grant program were approved at the December 9, 2022 meeting of the Medical Services Board. These rules were unanimously supported by the advisory committee.
