Statewide Health-Care Analysis Collaborative - Senate Bill 25-045

As directed by Senate Bill 25-045 (SB25-045), the Colorado Department of Health Care Policy and Financing (HCPF) invited specific stakeholder representatives to join the Statewide Health-Care Analysis Collaborative (the Collaborative).

Following the requirements of SB25-045, the Colorado School of Public Health contracted with the Colorado Foundation for Universal Health Care to draft the model legislation for implementing a single-payer, nonprofit, publicly financed, and privately delivered universal healthcare payment system for Colorado. A copy of the model legislation can be found at the Colorado School of Public Health’s webpage

The Collaborative must meet at least twice before October 1, 2026, and its role is to advise the Colorado School of Public Health in completing the analysis of the model legislation. 

SB25-045 directed HCPF to invite individuals meeting specific criteria to join the Collaborative. The bill then directs Connect for Health Colorado to host the meetings, and Connect for Health Colorado has announced the details of the first meeting. 

All meetings are virtual and open to the public. 

First Meeting Details: 

February 23, 2026, from 10 a.m. to 12 p.m., virtually via Zoom. To attend the meeting, register in advance or at the start of the meeting

First Meeting Agenda:

  • 10:15 a.m.: Summary of Senate Bill 25-045 (15 minutes)
  • 10:30 a.m.: Research Team Introductions and Approach (45 minutes)
  • 11:15 a.m.: Presentation on Draft Model Legislation (15 minutes)
  • 11:45 a.m.: Next Steps and Adjournment (15 minutes)
