County Rulemaking

HCPF Executive Director rule review will begin Fall 2024. This ruleset encompasses the fiscal and program ruleset that pertains to the County Departments of Human/Social Services.

Our intention is to ensure we have a robust stakeholder process that will provide counties several opportunities to engage, including repurposing some of our monthly director calls, to focus on rules. 

Our goals for rulemaking are:

  • Modernizing fiscal rules
  • Incorporating sub regulatory guidance
  • Aligning with other state agencies where possible
  • Reducing county workload by streamlining administrative processes
  • Incorporate lessons learned from PHE unwind

For the fiscal rules, HCPF is forming a committee to help revise the initial set of rules to ensure the rules are operable for counties. The committee will meet on:
