Statewide Health-Care Analysis Collaborative - Senate Bill 25-045
Senate Bill 25-045 (SB25-045) directs the Colorado Department of Health Care Policy and Financing (HCPF), Connect for Health Colorado and the Colorado School of Public Health to partner to create a Statewide Health-Care Analysis Collaborative (the Collaborative) that could answer important questions about a universal health-care system in Colorado. To comply:
- HCPF invited specific stakeholder representatives to join the Collaborative. Those individuals had to meet specific criteria as described in SB25-045.
- The Colorado School of Public Health contracted with the Colorado Foundation for Universal Health Care to draft the model legislation for implementing a single-payer, nonprofit, publicly financed, and privately delivered universal healthcare payment system for Colorado. A copy of the model legislation can be found at the Colorado School of Public Health’s webpage.
- Connect for Health must host two meetings for the Statewide Health-Care Analysis Collaborative to discuss the model legislation and advise the Colorado School of Public Health in completing the analysis of the model legislation.
In February 2026, Connect for Health Colorado announced the details of the first meeting, which is virtual and open to the public.
