In follow-up to our communication from Tuesday, HCPF is able to access the federal Payment Management System for federal matching funds for all HCPF-administered programs. Further, we received a wire transfer of funds from the federal government yesterday. Given these changes, we are proceeding as though operations are moving forward uninterrupted while monitoring federal actions and communications. We will communicate future impacts to medical assistance programs as they are known. Thank you for your partnership.

Yesterday, the federal Office of Management and Budget issued a memo (M-25-13) to federal agencies, indicating, “...to the extent permissible under applicable law, Federal agencies must temporarily pause all activities related to obligation or disbursement of all Federal financial assistance, and other relevant agency activities that may be implicated by the executive orders...” Concurrent with this memo, the Department of Health Care Policy & Financing (HCPF) was unable to access federal funds yesterday or this morning in accordance with our standard operating procedures. This afternoon, HCPF was able to access the federal payment system and submit our standard request for federal matching funds for all HCPF-administered programs; we are now awaiting the wire transfer of funds from the federal government. Given HCPF’s Medicaid and Child Health Plan Plus (CHP+) operational pay cycle, care providers and other partners should expect payments yesterday, today, and Wednesday. We are anticipating federal fund transfers to enable future payments and will keep you informed as we work with our federal and state partners on this urgent matter.
