Health First Colorado Trust Policy & Recoveries

Any trust established by or benefiting an applicant/member must be submitted to the Trust Policy & Recoveries Section of the Colorado Department of Health Care Policy & Financing (the “Department”) as part of the financial eligibility determination process for that applicant/member. This Section also recovers the remaining balance of certain trusts and annuities upon termination or death, so notice of these closures must also be submitted for processing.

What should be submitted to Trust Policy & Recoveries?

  • General Inquiries concerning Trusts or Recoveries 
  • Trust Documents for Review
  • Requests for Reconsideration of a Prior Trust Determination
  • Notices for Distributions over $5,000 from a member-funded Disability Trust
  • Notices for Change of Trustee or Trustee Contact Information
  • Required Trust Accountings
  • Notice of Trust Closure for a Disability, Pooled, or Income Trust
  • Notice of Death for an Annuity Recovery

Note: Estate Recoveries should be submitted to our vendor, Health Management Systems (HMS), and should not be sent to the Trust Policy & Recoveries Section.
