Medicaid Buy-in Enterprise Support Board

The Medicaid Buy-in Enterprise Support Board was created by Senate Bill (SB) 25-228 to operate within the Colorado Healthcare Affordability and Sustainability Enterprise (CHASE) for the purpose of supporting the CHASE Board with the implementation of the Medicaid Buy-in Programs.

The Colorado Department of Health Care Policy & Financing (HCPF) has historically operated two buy-in programs to allow Coloradans with disabilities who are not otherwise eligible for Medicaid to buy coverage. One program is for working adults with disabilities with income up to 450 percent of the federal poverty guidelines. The other is for children with disabilities with family income up to 300 percent of the federal poverty guidelines. Both programs charge premiums on a sliding scale based on income. 

Legislation passed in Spring of 2025 essentially moved these two buy-in programs under the auspices of the Colorado Healthcare Affordability and Sustainability Enterprise (CHASE). The CHASE Board already oversees Provider Fees and works to ensure maximum federal draw down for hospitals across the state. By adding these two buy-in programs, policy and premium setting can be mission-aligned and efficiencies gained.

The Medicaid Buy-in Enterprise Support Board has been established by statute to assist CHASE and the CHASE board to navigate this expanded responsibility.

As directed by statute, the Support Board will:

  • Support the CHASE Board regarding the implementation of the Medicaid Buy-in Programs.
  • Consult with HCPF and the Medical Services Board (MSB) regarding the amount of premiums for, and other components of, the Medicaid Buy-In Programs on behalf of the CHASE board.

Our Members

In accordance with the law, the Medicaid Buy-in Enterprise Support Board will be made up of five (5) members appointed by the Governor and confirmed by the Senate, as follows:

  • One (1) member who is a representative of persons with disabilities, who is living with a disability;
  • Two (2) members who are representatives of a disability rights organization or a disabled persons consumer advocacy organization;
  • One (1) member who is a representative of the Colorado Department of Health Care Policy & Financing (HCPF); and
  • One (1) member who is a representative of the Colorado Department of Labor and Employment (CDLE).
