Facility Provider Fee Enterprise Support Board

The Facility Provider Fee Enterprise Support Board was created by the Colorado Legislature in 2025 to assist with the determination and oversight of Medicaid provider fees charged to Nursing and Intermediate Care facilities. 

Senate Bill (SB) 25-270 established the support board to operate within the Colorado Healthcare Affordability and Sustainability Enterprise (CHASE) in order to support the CHASE board with the setting and oversight of these longer-term care provider fees.

Historically, these two Provider Fees were collected by the state and funneled through the general fund, while shorter term Provider Fees were collected by the CHASE. This change helps make all provider fees consistently set and overseen by the same body: the CHASE. 

The ultimate goal of the CHASE and the Support Board is to expand access to high-quality, affordable health care for low-income and uninsured populations. The Support Board will specifically work to sustain or improve access to long term or intermediate term care health care services for Coloradans by increasing reimbursement to Nursing facilities or Intermediate Care facilities. It will also work to maintain or improve the quality of care or continuity of services provided by Nursing facilities or Intermediate Care facilities.

The Facility Provider Fee Enterprise Support Board will assist the CHASE board by making recommendations regarding:

  • the timing, method and amounts of the Fees.
  • necessary changes in the Fees.
  • rules for payments to nursing facility providers after consultation with the Medical Services Board (MSB).
  • rules, price schedules and allowances for payments to intermediate care facilities after consultation with MSB and the Department of Health Care Policy and Financing.
  • reporting requirements for facilities and providers so that the CHASE Board may calculate Fees.

Our Members

In accordance with SB25-270, the Facility Provider Fee Enterprise Support Board will be made up of eight (8) volunteer members as follows:

  • Two (2) members who are representatives of nursing facility associations;
  • Two (2) members who are representatives of nursing facilities, with one (1) member representing a rural nursing facility;
  • One (1) member who is a resident of a long-term care facility or a consumer of long-term care services, OR a family member or guardian representing such resident or consumer;
  • One (1) member who is a representative of the Colorado Department of Health Care Policy & Financing (HCPF);
  • One (1) member who is a representative of the Colorado Department of Human Services (CDHS); and
  • One (1) member who is a representative of the Colorado Department of Public Health & Environment (CDPHE).

Each member will be appointed by the Governor and confirmed by the Senate. Members do not receive compensation for their service but will be reimbursed for reasonable expenses incurred in the performance of their official duties. Member will serve for a maximum of four (4) years per term, and any vacancies will be filled for the remainder of the term by the Governor.
