Business Process Reengineering Project

The Department of Health Care Policy and Financing (The Department, or HCPF) has contracted with Public Consulting Group (PCG) to work with Counties and Medical Assistance (MA) Sites on Business Process Reengineering (BPR) and LEAN principles. The Department's Performance Improvement Team (PIT) is leading these efforts and overseeing this project.

Project Goal: The goal for the BPR Project is to assist eligibility sites in the development of standardized, efficient and effective work processes to improve work quality through innovative business process methods. The BPR Project will accomplish these goals through facilitated learning sessions and model sites. This project began in March 2019 and will conclude June 2020.

What is a Model Site?

Summit, Saguache, Costilla, Logan and CO Access are the small/medium Counties and MA-Site that volunteered to work directly with the vendor and HCPF for the length of the project. As of April 2020 these Counties/MA-Sites have completed two sessions with the vendor and HCPF.

What is a Learning Session?

A learning session is an event co-facilitated by the vendor and Department for eligibility sites to learn about process improvement methods, BPR, LEAN, and other topics related to accurate and timely MA eligibility determinations.

There will be a series of 3 learning sessions in each of the 6 Colorado regions (Metro Area, Northeast, Northwest, Southeast, San Luis Valley, Southwest). All eligibility sites are invited and the Department highly encourages all eligibility sites to attend each learning session held in their region.

The topics for Series 1 were Continuous Improvement and Performance Measurement Process (PuMP) and the topic for Series 2 was Value Stream Mapping. Review materials from Series 1 and Series 2.

The Department went to a virtual format for Learning Sessions 3 and 4 due to Covid-19. Below are the links to the virtual learning session modules.
