Ongoing Access Evaluation

The Department conducts ongoing access analyses in a variety of ways. More information is provided in the Health First Colorado Member Access to Care webinar.

Access Monitoring Review Plan

In accordance with 42 CFR 447.203, the Department of Health Care Policy & Financing develops an Access Monitoring Review Plan (the AMRP) every three years. The AMRP evaluates access to the following fee-for-service services:

  • Primary Care Services
  • Physician Specialist Services
  • Behavioral Health Services
  • Pre- and Post-Natal Obstetric Services (including labor and delivery)
  • Home Health Services

The AMRP makes determinations concerning the sufficiency of Colorado Medicaid member access to care, as defined in 42 CFR 447.203.  This evaluation is informed and supported by public input, health quality survey data, administrative claim utilization analysis, and payment rate comparison.

The first Access Monitoring Review Plan was submitted to the Centers for Medicare & Medicaid Services on October 26, 2016 and is available for review and download.

2019 Access Monitoring Review Plan

The 2019 Access Monitoring Review Plan was submitted to the Centers for Medicare & Medicaid Services on August 25, 2020 and is available for review and download.
