Join the Colorado Department of Health Care Policy and Financing (HCPF) for a follow-up meeting on updates to the proposed Pediatric Behavioral Therapy (PBT) rule.
Based on feedback that we have received thus far, HCPF will hold a second stakeholder meeting to review updates to the proposed rule for PBT providers and answer questions. This session builds on our September 29, 2025, meeting and the feedback we received from providers, families, and partners in our initial engagements regarding the proposed rule. We will review how we have incorporated the feedback we have received.
Registrants will receive the updated proposed policy language before the stakeholder meeting.
Why these updates are happening
A recent federal review found inconsistencies in how some PBT staff were trained and supervised. The review also identified problems with documentation and the kinds of services that were billed to Colorado Medicaid. If Colorado does not fix this promptly, the state could lose federal Medicaid funding. Federal dollars pay for about half of all PBT services. In addition, the state’s current budget constraints and ongoing legal considerations for HCPF require clear standards for these services. Together, these factors make rule changes necessary now to align with federal expectations and protect funding for Colorado’s Medicaid PBT program.

- Ensure all staff who provide PBT services are properly trained and supervised
- Give PBT providers clear guidance so they know what to expect
- Protect children and families by maintaining safe, high-quality care
- Safeguard Colorado’s Medicaid funding for these important services
What this means for you
We understand these updates may raise questions or concerns. Our goal is to make expectations clear and support providers and families through the transition. The emergency rule enables needed protections to take effect immediately to reduce the risk of lost funding and service impacts. We will keep working with partners on additional PBT policy moving forward.
